The National Environmental Licensing Agency (ANLA) has a pilot program to delegate responsibility for some areas to the CARs. Here MinAmbiente announces the timetable for bringing reforms to Congress. From an MinAmbiente press release, translated and with commentary by Hydrocarbons Colombia.
